 Captain Whaley was born in Irving, Texas, in 1977. He attended East Texas Baptist University where he earned a Bachelor of Science in Biology and Chemistry with honors in 2001. He received his Doctor of Medicine degree from the Texas A&M Health Science Center in 2005. CAPT Whaley completed his General Surgery internship at Scott & White Hospital in Temple, Texas, in June 2006 and performed two years of basic science research at the Texas A&M Health Science Center, investigating the molecular and physiologic basis for burn-related vascular permeability, generating national and international publications and presentations. CAPT Whaley was commissioned while in civilian post-graduate training and served as the Department Head for Medical Home Port at Branch Health Clinic Yuma, Arizona, from May 2012 through June 2014. Under his leadership, BHC Yuma achieved NCQA Level 3 accreditation as a Patient Centered Medical Home. 
 
From 2014-2018, CAPT Whaley completed the highly competitive Diagnostic Radiology Residency at Naval Medical Center San Diego. He produced peer-reviewed case studies and award-winning presentations at national meetings. Elected by his peers as Chair of the 2017-2018 NMCSD House Staff Council, he represented all trainee staff at the executive level. He achieved board certification in Diagnostic Radiology in 2019. 
 
In June 2018, CAPT Whaley reported to Naval Medical Center Camp Lejeune where he served as the Radiology Department Head from 2018-2021 and as Director of Clinical Support Services from 2021-2024 overseeing the Blood Services, Laboratory, Pharmacy, Radiology, and Rehabilitation Services Departments, and managing 300 personnel and a budget of $44M. He graduated with a Master of Arts in Executive Leadership from Liberty University in 2018 and a Master of Business Administration in Healthcare Management from the University of Texas at Tyler in 2023. He earned distinction as a Fellow of the American College of Healthcare Executives in May 2021, as a Certified Physician Executive through the American Association for Physician Leadership in November 2022, and achieved subspecialty board certification in Healthcare Administration, Leadership and Management in 2024. CAPT Whaley also serves as the Navy Radiology Assistant Specialty Leader. In this role, he contributes directly to Navy Medicine's duty to man, train, and equip Diagnostic and Interventional Radiologists across the fleet. 
 
In August 2024, CAPT Whaley reported to Fleet Surgical Team EIGHT, Norfolk, Virginia, as Officer-In-Charge. His personal military decorations include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal, and Navy and Marine Corps Achievement Medal.
