HMC Elaine C. Leynes-Dalanon

Senior Enlisted Leader, Fleet Surgical Team TWO

03 June 2025  An island native of Guam, HMC Leynes-Dalanon began her naval career January 2007 at Recruit Training Command, Great Lakes, Illinois, where she attended boot camp and Hospital Corpsman “A” School.  She went on to serve her first tour of duty at Naval Medical Center Balboa San Diego, California, charting a course toward the completion of her technical proficiency in Surgical Technologist “C” School at the Naval School of Health Sciences, San Diego, California in August 2009.
 
In April 2010, she transferred to Naval Hospital Guam assigned to the Main Operating Room where she became the General Surgery Service Senior. Then she was assigned to OMFS/ENT Clinic as the Leading Petty Officer. She later completed her Associates in Science.

In May 2012, she reported to Naval Hospital Lemoore, California in May 2012, where she became the Assistant Leading Petty Officer (ALPO) for Central Sterilization and Reprocessing (CSR) Department.  She later volunteered for a 9 month IA deployment to NATO ROLE 3 Kandahar, Afghanistan in support of Operation Enduring Freedom in 2013. Upon returning to her parent command, she became the Leading Petty Officer for Central Sterilization and Reprocessing (CSR) Department. She received her Command Fitness Leader NEC (8CFL), enabling her to run FEP/PT sessions, update PRIMS, and motivate fellow Sailors to improve their physical fitness levels. She was also the Leading Petty Officer for the command honor guard, demonstrating exceptional military bearing and inexhaustible commitment.

In August 2015, she reported to Fleet Surgical Team (FST) Six, Little Creek, VA, where she served as the Assistant Leading Petty Officer. In February 2017, she deployed on USS Bataan where FST collectively provided Role 2 medical capabilities aboard the ship and activated the ship’s walking blood bank, transfusing 40 units of whole blood during a mass casualty incident.

In March 2018, she reported to Naval Medical Center Portsmouth, where she was hand-selected temporary additional duty at Naval Hospital Guantanamo Bay in an effort to provide much needed assistance in their Main Operating Room in May 2018. Upon her return to parent command, she became the Leading Petty Officer for the Main Operating Room. Then she became the Division Leading Petty Officer for the Operative Support Services in November 2019. In April 2020, she deployed on the USNS Comfort in support of the COVID pandemic mission in New York City.

In September 2022, she transferred to Expeditionary Medical Facility Juliet where she served as the Senior Enlisted Leader for Directorate of Surgical Services to provide enduring expeditionary medical support to the warfighter on land, air, and sea. In May 2023, she then reported to Navy Medicine Readiness and Training Command Unit Little Creek, where she served as the Admin Officer and Senior Enlisted Leader.

She is currently the Command Senior Enlisted Leader for Fleet Surgical Team TWO. Her personal awards include the Navy Commendation Medal (6th Award), Navy Unit Commendation
