Acting Executive Director, Naval Surface Force Atlantic

JoEllen Rose is the Acting Executive Director at Commander, Naval Surface Force Atlantic (CNSL), serving as principal advisor for surface force resources and requirements, coordinating business activities, critical support services, and long-range planning across a major, multi-mission command. She also serves as the Deputy Director of the Surface Analytics Group (SAG) supporting the Director in creating data analytics products to facilitate timely, data-informed decisions by the Commander and staff.
Ms. Rose previously served at Military Sealift Command as a Mechanical Engineer in the Maintenance Management Branch, the Commander’s Action Group Analyst, Engineering Ashore Business Analytics and Policy Branch Head, and Project Officer for Fleet Oilers, assisting the Program Manager in management of Type Command functions for the Fleet Replenishment Oiler (T-AO) ship classes. Prior to Military Sealift Command, Ms. Rose supported the Navy in a variety of positions as a civil servant and as a contractor including Technical Project Manager supporting Naval Warfare Systems Center, Systems Engineer and Deputy Project Manager supporting Naval Air Warfare Center Weapons Division, Software Systems Engineer and Project Lead Engineer supporting Naval Air Warfare Center Air Division, and as a Business Process Consultant supporting the Surface Warfare Enterprise under Commander, Naval Surface Forces. Ms. Rose also worked as a Marine Renewables Engineer supporting various customers.
During her active duty career, Ms. Rose served ashore at the Defense Attaché Office in Paris, France, and afloat as a Nuclear Surface Warfare Officer aboard USS REUBEN JAMES (FFG 57) and USS ENTERPRISE (CVN 65).
Ms. Rose is a graduate of the United States Naval Academy, where she majored in Aerospace Engineering (Astronautics track) and minored in French. She holds a master’s degree in Engineering Management from Old Dominion University and is a licensed Professional Engineer (Mechanical) in California. She holds an auto repair technician vocational certificate, studied French in Paris through the Olmsted Foundation Undergraduate Program, and is a graduate of George Washington University Government Affairs Institute Navy Capitol Hill Workshop, NextJump Leadership Academy, and the DoN Bridging the Gap Leadership Development program.
