A native of Baltimore, Maryland, CDR Billy Green graduated from the United States Naval Academy in 2006 with a Bachelor’s of Science Degree in Ocean Engineering. In 2020, he graduated from the College of Naval Command and Staff with a Master of Arts degree in Defense and Strategic Studies.
At sea, Billy served consecutive division officer tours as Auxiliaries Officer and Navigator in USS TAYLOR (FFG 50). He served his first Department Head tour aboard USS VANDEGRIFT (FFG 48) as the Engineer Officer. Following, he served as the Materiel Officer at COMDESRON 23. In 2017, he assumed duties as Executive Officer and in 2018 as Commanding Officer of the forward-deployed USS DEVASTATOR (MCM 6). In December 2022, CDR Green reported as the Executive Officer aboard USS INDIANAPOLIS (LCS 17) Blue Crew 118, completing two FIFTH Fleet deployments. He has completed numerous deployments to the Pacific and Atlantic Oceans, Mediterranean Sea, Black Sea, and Arabian Gulf in support of FOURTH, FIFTH, and SIXTH Fleet tasking.
Ashore, CDR Green served as the Advanced Navigation Instructor and Course Coordinator at the Naval Academy and as the Major Command Coordinator and P-XO instructor at Surface Warfare Schools Command, Newport. In 2011, he deployed to the Kandahar Province in Afghanistan with a Provincial Reconstruction Team, where he served as the Information Operations Officer and Electrical Warfare Officer in charge of Counter-Remote Controlled IED-Electronic Warfare.
In March 2025, CDR Green assumed command of USS NANTUCKET (LCS 27) homported out of Mayport, FL
CDR Green served with teams that earned the Combat Action Ribbon, Navy Unit Commendation, Navy Meritorious Unit Commendation, Coast Guard Meritorious Team Commendation, Battle Efficiency Award (two awards), and the Navy Expeditionary Medal. His personal awards and decorations include the Meritorious Service Medal, the Navy Commendation Medal (six awards with Combat device), and the Army Commendation Medal.
