A surface warfare officer, CDR Foster is a native of Tennessee and was commissioned through the United States Naval Academy. He holds a Bachelor of Science in Physics, Masters of Science in Applied Physics from Johns Hopkins University, and graduate certificates in Operations Analysis and Systems Engineering Management from the Naval Postgraduate School.
At sea, CDR Foster served as Strike Officer and Force Protection Officer aboard USS PREBLE (DDG 88); Reactor Propulsion Division Officer aboard USS GEORGE H. W. BUSH (CVN 77); Operations Officer aboard USS THE SULLIVANS (DDG 68); Reactor Electrical Assistant aboard USS ABRAHAM LINCOLN (CVN 72); Operations Officer aboard Destroyer Squadron Two; and Executive Officer aboard USS FORT LAUDERDALE (LPD 28).
Ashore, CDR. Foster served as an Instructor and Chemistry, Materials, and Radiological Division Director at Naval Nuclear Power Training Command and Future Operations Officer on the staff of Commander, Naval Surface Forces Atlantic.
He has served on teams that have been recognized with numerous awards and is the recipient of the Meritorious Service Medal, Navy Commendation Medal, Navy Achievement Medal, and various unit, campaign, and service awards.
