Commander Timothy M. Winters is a native of Fairfield, Maine and enlisted immediately following High School in 1998. He reported to USS Saipan (LHA 2) in December, supporting Operation Balkan Calm in Kosovo. He was later designated an Air Traffic Controller and served in NS Roosevelt Roads, Puerto Rico and NAS Fallon, NV. He earned his commission through Officer Candidate School, Newport, RI in December 2007 and holds a Baccalaureate of Science in Aeronautics from Embry-Riddle Aeronautical University.
His Division Officer assignments include Operations Officer and Training Officer in USS GUARDIAN (MCM 5) and Fire Control Officer in USS WAYNE E. MEYER (DDG 108). He completed several deployments in support OIF/OEF and Pacific Presence Operations from 2008-2012 and led his team through successful SM-6 Developmental and Operational testing in 2010-11.
Department head assignments include the Operations Officer in USS FITZGERALD (DDG 62), completing numerous Defense of Japan/Homeland BMD patrols and Pacific deployments, and Operations Officer in USS VICKSBURG (CG 69). He served as the Current Operations (N-31) Director in the COMSEVENTHFLT Staff, embarked in USS BLUE RIDGE (LCC 19) and as the Executive Officer in USS Shoup (DDG 86), homeported in Yokosuka, Japan, completing three C7F patrols in 2023-2024.
Ashore, he completed graduate studies in Business Administration (Financial Management) and JPME Phase 1 at the Naval Postgraduate School, Monterey, California; served as an instructor at the Surface Warfare Officers School, Newport RI, as a Policy Analyst on the Under Secretary of the Navy’s Staff, and most recently at Commander Naval Surface Forces Atlantic in the Warfighting Requirements and Assessment (N8) directorate.
