Command Master Chief Rushing is a native of St. Joseph, Louisiana and a graduate of Tensas Academy. He enlisted in the United States Navy in January 2001 and completed basic training at Recruit Training Command, Great Lakes, Illinois.

He reported to the Navy Ceremonial Honor Guard in April 2001 in Washington D.C., where he assisted in over 2000 military funerals and presidential ceremonies as a casket bearer until July 2003. Following his promotion to Third Class Petty Officer, he reported to Groton, CT where he graduated from Naval Submarine School and Machinist Mate Auxiliary “C” school.

He reported in November 2003 to USS OKLAHOMA CITY (SSN 723), Norfolk, VA as a member of Auxiliary Division and earned his enlisted submarine pin June 2004. Following his promotion to First Class Petty Officer, he was selected as the Auxiliary Division Leading Petty Officer. He completed one Western Pacific Deployment, one CENTCOM Deployment and one SOUTHCOM deployment. During his tour, he was selected as the 2009 USS OKLAHOMA CITY and Portsmouth Shipyard Sailor of the Year. USS OKLAHOMA CITY was awarded the BATTLE “E” in 2009.

In May 2010, he reported to Performance Monitoring Team as a NAVSEA Auxiliary Systems Inspector and advanced to Chief Petty Officer in September. He was responsible for the critical inspections of all auxiliary systems attached to Submarine Squadron Six and Eight and served as the program manager for Salvage and Habitability inspections for new-con and in service submarines.

In December 2012, he reported to the USS HELENA (SSN 725), Norfolk, VA as the Auxiliary Division Leading Chief Petty Officer. He completed two CENTCOM deployments. During his tour USS HELENA was awarded the BATTLE “E” in 2015. He advanced to Senior Chief Petty Officer and qualified Chief of the Boat (COB).

February 2016 he reported to Submarine Squadron Six as the Damage Control Assistant responsible for training, manning and equipping all auxiliary divisions on the waterfront that consisted of 12 fast attack submarines.

In July 2018, he was hand selected by the Squadron to take the most challenging COB billet on the USS ALBANY (SSN 753). He took a crew that went through a five year overhaul with little at sea experience and deployed five months early for a EUCOM deployment. He was advanced to Master Chief April 2019 and selected in the Command Master Chief program the same year.

Command Master Chief Rushing reported as the major command CMC of Supervisor of Shipbuilding Newport News, VA in February 2021. He completed many quality of life Sailor initiatives that assisted over 14000 Sailors and their families encompassing nine submarines and four aircraft carriers. He reported as the ACU-2 CMC on 06 June 2024.  

Master Chief Rushing is an honor graduate and Heritage Award recipient of the United States Navy Senior Enlisted Academy Class 199 (Gold) and the Command Leadership Course in Newport, Rhode Island. He has a Master of Science Degree in Strategic Leadership from the University Of Charleston West Virginia.

He is authorized to wear the following personal awards: Meritorious Service Medal, Navy and Marine Corps Commendation Medal (Six Awards), Navy and Marine Corps Achievement Medal (Six Awards), and various unit, campaign, and Service awards.
