 A native of Bellevue, Washington, Commander David Pagan graduated from the United States Naval Academy in 2008 with a Bachelor of Science degree in Naval Architecture. 

Afloat, CDR Pagan completed his division officer tours aboard USS WHIDBEY ISLAND (LSD 41) as the Main Propulsion Division Officer and Weapons Officer, then aboard USS KEARSARGE (LHD 3) as the Assault Division Officer.  As a Department head, CDR Pagan returned to USS WHIDBEY ISLAND as First Lieutenant, and is currently the Supply and Readiness Officer for COMMANDER, AMPHIBIOUS SQUADRON EIGHT. During his time at sea, he has deployed 3 times to the Sixth and Fifth Fleet AORs and supported numerous operations including ODYSSEY DAWN, EAGER LION 2013, SEA BREEZE 2016, and TRIDENT JUNCTURE 2018. CDR Pagan also completed the Amphibious Warfare Tactics Instructor course. He is currently the prospective Executive Officer for USS NEW YORK (LPD 21).

Ashore, CDR Pagan attended the Naval Postgraduate School earning a Master of Arts degree in National Security Affairs (Middle East/North Africa) as well as completing the Naval War College Non-resident Program for Joint Professional Military Education Phase I. He most recently served as lead instructor at Surface and Mine Warfighting Development Center, Amphibious Warfare Division.

Lieutenant Commander Pagan’s personal awards include the Navy and Marine Corps Commendation Medal (2 stars) and Navy and Marine Corps Achievement Medal (1 star) as well as multiple unit and service awards.
