CMDCM Boulay was born in Worcester, Massachusetts in June of 1988 and grew up all over New England. Coming from a military family she enlisted in the United States Navy in January 2007. She graduated from Information Systems Technician "A" School in August 2007.
She served aboard the USS EMORY S. LAND (AS 39) in La Maddalena, Italy, Special Operations Command Central (SOCCENT) in Tampa, Florida, and as the senior Communications Watch Officer onboard USS CHUNG HOON (DDG 93) in Pearl Harbor, Oahu.
CMDCM Boulay was selected for assignment to the White House Communications Agency, traveling as an event lead for the President and Vice President. She then served as the Information Systems Security Manager onboard USS KEARSARGE (LHD 3) in Norfolk, Virginia. Most recently she completed a successful tour at Surface Combat Systems Training Command Hampton Roads. She was advanced to the rank of Master Chief in 2022 and selected for the CMC program in 2024.
She has earned an Associates in Computer Science and a Bachelor of Science degree in Computer Networks and Cybersecurity from the University of Maryland Global Campus. Her awards include the Defense Meritorious Service Medal, Navy Commendation Medal (three awards), Joint Service Achievement Medal (two awards), Navy Achievement Medal (five awards), Presidential Service Badge, and multiple service and campaign awards.
CMDCM Boulay has two children, Dana (7) and Bruce (7) who live in Pensacola, FL.
