Capt. Carmichael enlisted in the Navy from Washington in July 1985. He served in USS Tarawa (LHA 1), USS Horne (CG 30) and was an instructor at EM/IC "C" school in Great Lakes, Illinois reaching the rank of Chief Electrician’s Mate, Surface Warfare. He was selected to the Enlisted Commissioning Program in 1995 and earned a Bachelor’s degree in Economics from the University of Illinois-Chicago and was commissioned in May 1997.

His operational tours include; his first division officer assignment aboard the USS Pensacola (LSD 38) as the auxiliary/electrical officer from October 1997 to September 1999. Department Head tours via the Early Roller program and aboard the USS Hawes (FFG 53) and USS Anzio (CG 68) as the chief engineer from May 2000 to January 2004, Commander U.S. Naval Forces Central Command/Commander 5th Fleet (CUSNC/C5F) as the joint fires officer from April 2007 to January 2009, and Naval Special Warfare Development Group (NSWDG) as the Tactical Development and Evaluation Squadron (TAC D/E) 1 operations officer from January 2009 to August 2011. He was also assigned in support of Joint Task Forces in the CENTCOM/AFIRICOM area of operations as a fires support officer from October 2009 to May 2010 and an officer in charge of an Auxiliary Afloat Staging Base from June 2010 to March 2011. For his command tours, he was the commanding officer and executive officer aboard the USS OAK HILL (LSD 51) from February 2012 to March 2015, USS BATAAN (LHD 5) from February 2019 to October 2021 and Commander Amphibious Squadron Four from March 2022 to October 2023.

His non-operational tours include; assigned to the Tactical Training Group Atlantic as the strike officer from January 2004 to April 2007, The Joint Staff J7 directorate as the operations officer and lethal/non-lethal fires branch chief for the Deployable Training Division from June 2015 to October 2017 and the deputy N43/special projects officer at Commander Naval Surface Atlantic from October 2017 to October 2018.

He assumed the duties as Commodore of Commander, Naval Surface Group Middle Atlantic in November 2023.

He earned his Master’s degree in Economics from Old Dominion University, completed his JPME PH I and II and is a joint qualified officer.

His personal awards include the Legion of Merit (2 awards), Defense Meritorious Service Medal (2 awards), Meritorious Service Medal (2 awards), Joint Commendation Medal, Navy and Marine Corp Commendation Medal (5 awards), Navy Marine Corp Achievement Medal (4 awards), Combat Action Ribbon and the Presidential Unit Citation.
