Commander Steven Fresse, a native of Hoboken, New Jersey, enlisted in the U.S. Navy in August 2000. He graduated from Saint Leo University in January 2006 with a Bachelor of Arts in Criminal Justice. He holds a Master of Science degree in Homeland Security from Fairleigh Dickinson University.
His enlisted assignment include USS THEODORE ROOSEVELT (CVN 71) from January 2000 until May 2002, where he deployed to the Arabian Gulf in support of Operation Enduring Freedom and Operation Southern Watch. In July 2002, Commander Fresse reported to the Navy Legal Service Office, Norfolk, Virginia where he deployed to JTF-GTMO in support of detainee operations. While assigned to SEVENTH Fleet staff, he was selected to attend Officer Candidate School and received his commission as a Surface Warfare Officer in 2007.
Afloat, Commander Fresse completed a single long division officer tour aboard the destroyer USS RUSSELL (DDG 59) as the Electrical Officer, Strike Officer and Ship’s Navigator. During his tour, he made multiple operational deployments in the Western Pacific, Arabian Gulf and Mediterranean with U.S. and Coalition forces in support of Operations Iraqi Freedom and Enduring Freedom. Commander Fresse served his Department Head tours as the Combat Systems Officer then as the Operations Officer aboard USS LITTLE ROCK (LCS 9) Blue. From January 2020 to October 2021, Commander Fresse served as Training and Readiness Officer (N7) and Combat Systems Officer at Destroyer Squadron TWO where he embarked USS Gerald R. Ford (CVN 78) for the first integrated strike group operations.
Ashore, Commander Fresse served as Surface Warfare Instructor and Admin Officer at VP-30, Maritime Patrol and Reconnaissance Weapons School in Jacksonville, FL, as Site Director, Center for Security Forces Detachment Mayport, and as Officer-in-Charge at Surface Warfare Schools Command (N77) Engineering Learning Site Mayport.
Commander Fresse assumed duties as Executive Officer in April 2023.
Commander Fresse’s personal awards include the Joint Commendation Medal, the Navy and Marine Corps Commendation Medal (six awards), the Navy and Marine Corps Achievement Medal (three awards), the Good Conduct Award as well as multiple unit, campaign and service medals.
