 Commander Brand was born in Fort Benning Georgia.  He enlisted in the Navy in 1983 and served on the Special Projects Submarine USS Richard B. Russell (SSN 687) which earned two NUCs and one PUC during his tenure, Naval Submarine Training Center Pacific, and the USS William H. Bates (SSN 680). He was selected for the Enlisted Commissioning Program in 1994 and received his commission from the Jacksonville University NROTC in 1996.

He earned his bachelor's and his first Master’s degree in Computer Science from the University of North Florida; Joint Professional Military Education (JPME I & II); His second Master’s degree from the Naval War College (Senior) in National Security Strategies, and his Certification in Lean Six Sigma from Villanova.

His first commissioned tour of duty was aboard USS Vicksburg (CG 69), where he served as anti-submarine warfare officer.  There he completed a U.S. 5th Fleet deployment with the USS John F. Kennedy Batgru in 1997. His second division officer tour was in USS Boone (FFG-28) as both the auxiliaries and electrical officer. Boone completed two CNT deployments during his tour. In January 2004, Cmdr. Brand reported to USS Samuel B. Roberts (FFG 58) and served as the combat systems officer.  He served as the Executive Officer for three years on the USS John L. Hall (FFG 32) and the USS Nicholas (FFG 47) for three months of a U.S. SOUTHCOM deployment. Cmdr. Brand completed a tour of duty as executive officer in USS Vicksburg and deployed on a SNMG2 deployment in 2014. 

His shore assignments included Fleet Technical Support Center Detachment Mayport. In June 2005, Cmdr. Brand was assigned to COMDESRON 24 as the N5, Combat Systems Training and Readiness, then reported to the FFG CLASSRON as the N8 Metrics and Requirements department head in June 2007. While there he was selected for an individual augmentee assignment to Baghdad Iraq as an electronics warfare officer embedded in the 45th and 50th Integrated Brigade Combat Teams assigned as the Joint Area Support Group -Central for the US Embassy, Baghdad, and later served as the N3 for CDS14. Cmdr. Brand served as LCSRON 2 chief staff officer from 2015 to 2018; Naval Support Activity Bahrain as the base executive officer from 2018 to 2019.
