CAPT Halvorsen is a native of Findlay, Ohio and a 1998 graduate of the United States Naval Academy. Afloat, as a Division Officer CAPT Halvorsen served tours as the CIC Officer, Damage Control Assistant, and Navigator aboard USS VELLA GULF (CG 72), Operations Officer aboard USS O’KANE (DDG 77), Operations Officer in Destroyer Squadron TWO SIX, and Executive Officer aboard USS CARNEY (DDG 64). He commanded USS CARNEY from November 2016 through April 2018. During his time aboard CARNEY, the ship conducted combat naval gunfire support operations during OPERATION ODYSSEY.

DAWN off of Libya and earned the Arizona Memorial Trophy as the fleet’s best strike and surface warfare platform, the CIWS Excellence Award, and the 2017 Destroyer Squadron SIX ZERO “E”.

As a junior officer ashore CAPT Halvorsen served in the Political Section of the U.S. Embassy London; as a Policy Planner at Combined Forces Command - Afghanistan; as the Speechwriter and Personal Aide to the Secretary of the Navy; as a Military Fellow on the staff of Sen. Susan Collins of Maine; and as a Division Officer and Department Head instructor at the Surface Warfare Officers School (SWOS). Post-command, CAPT Halvorsen returned to SWOS as the Director, Prospective Commanding Officer Course and later served as the Director, Fleet Training responsible for the surface community’s Basic and Advanced Division Officer Courses, OOD Phase I and II, and the Surface Navigator Course. His most recent assignment was as the Director, Commander’s Action Group, NORAD and U.S. Northern Command and subsequently as Chief of Operations in the NORAD and U.S. Northern Command Joint Operations Center.

CAPT Halvorsen holds Master’s degrees from Oxford University and the Naval War College and has been published in several academic and professional journals. His personal awards include the Defense Superior Service Medal, the Legion of Merit, and other joint, service, and unit medals and campaign awards. He is married with three children. CAPT Halvorsen assumed responsibility as Commodore, Destroyer Squadron TWO SIX in June 2023.
