 ACCM Brown was born in 1977 and graduated from Lafayette High School in Williamsburg, Virginia in 1995. 

ACCM Brown reported for active duty in the United States Navy on January 22, 1996 and after completing Basic Training at Recruit Training Command Great Lakes, Illinois, he attended Air Traffic Control (ATC) “A” School in Pensacola, Florida. In August of 1996 he reported for duty onboard Naval Station Roosevelt Roads, Puerto Rico. His duties included Radar Final Controller and Flight Planning Supervisor. 

In August 1998, then ACAN Brown reported to the USS Nassau (LHA-4). While onboard he promoted to AC2 and earned an Amphibious Air Traffic Control Center (AATCC) Supervisor designation. In October 2001 he reported to NAS Oceana where he promoted to AC1 and qualified as a Tower Supervisor. AC1 Brown reported onboard the USS Kitty Hawk (CV-63) homeported in Yokosuka, Japan in December 2006. While onboard he served as the OC Division Leading Petty Officer and qualified on Case III Approach, Marshal and Departure Control. In November 2008 AC1 Brown transferred to NAS Oceana Air Detachment Norfolk, Virginia. While onboard he was designated as the Radar Branch Chief and Facility Watch Supervisor. Additionally, he completed an Individual Augmentee (IA) assignment to Isa Air Base, Bahrain. Upon returning from his IA assignment he promoted to Chief Petty Officer. 

ACC Brown reported onboard the USS George H. W. Bush (CVN-77) in March 2012. His duties included OC Division Leading Chief Petty Officer, Carrier Air Traffic Control Center (CATCC) Chief, CATCC Watch Officer and CATCC Supervisor. In 2014 he promoted to Senior Chief and completed a 9 month deployment. In February 2015 ACCS Brown graduated from the Senior Enlisted Academy and transferred to Commander Naval Air Forces Atlantic (CNAL) where he served on the ATC Training and Readiness NATOPS evaluation team. ACCS Brown reported to NAS Whidbey Island in March 2018 and assumed the duties of the ATC Division Leading Chief Petty Officer. He promoted to Master Chief in May 2019. 

In April 2021 ACCM Brown reported to Tactical Air Control Squadron TWO TWO and assumed the duties as the Senior Enlisted Leader. 

ACCM (AW/SW/IW) Brown has been awarded the Navy and Marine Corps Commendation Medal (5 awards), Navy and Marine Corps Achievement Medal (4 awards) along with various unit awards and campaign medals.
