Commander Horning enlisted in the Navy on January 19, 1993 as an Electronics Technician. His enlisted duty assignments include Fleet Area and Control Surveillance Facility (FACSFAC) San Diego, San Clemente Island detachment, a commissioning member of USS MILIUS (DDG 69) and, the White House Communications Agency.
Commissioned under the Seaman to Admiral Program, Commander Horning graduated from Old Dominion University and earned a Bachelor of Science in Business Administration with a focus in Economics in December 2002. He earned a Master of Arts degree in Security Studies with a focus in the Latin America region from the Naval Postgraduate School in 2008.
At sea, Commander Horning served onboard USS BULKELEY (DDG 84), as the Strike Officer and took the ship on her maiden deployment to the Arabian Gulf; as Damage Control Assistant onboard USS HAWES (FFG 53); as Weapons Officer and Combat Systems Officer onboard USS LEYTE GULF (CG 55). Most recently he returned to USS LEYTE GULF as her Executive Officer from August 2017 to March 2019.
Ashore assignments include, the Anti-Terrorism/Force Protection officer on the Military Sealift Command staff in Norfolk, VA; Served on General James Mattis’ staff as the Protocol Officer at U.S. Joint Forces Command (USJFCOM) in Norfolk, VA; Assigned to Commander Naval Surface Force Atlantic as the Integrated Air and Missile Defense Requirements Officer and the lead action officer for the Cruiser Modernization program; Flag Aide to both the 57th and 58th Chiefs of Naval Personnel in Washington DC; Most recently assigned as Placement Branch Head PERS-41 Surface Warfare Officer Distribution.
His decorations and awards include: Navy Meritorious Service (3), Joint Commendation (2), Navy Commendation (2), and Navy Achievement Medals, (4). Additionally, he is authorized to wear various unit and campaign awards.
He assumed command of USS TRUXTUN (DDG103) in May 2021.
