A native of Beaverton, Oregon, Lt. Cmdr. Stutzman is a graduate of Oregon State University, earning a Bachelor of Science degree in Radiation Health Physics in 2008.

As a Division Officer, he completed two tours of duty aboard the guided missile destroyer USS Higgins (DDG 76), serving as 1st LT and Navigator. From 2009 - 2010 he completed an independent around the world deployment, conducting Ballistic Missile Defense operations in the Eastern Mediterranean and participating in operation Unified Response following the 2010 earthquake in Haiti. In 2011 he deployed to the Arabian Gulf, conducting operations in defense of the Al Basra Oil Terminal and Ballistic Missile Defense in the Northern Arabian Gulf.

As a Department Head he served aboard the Guided Missile Cruiser USS Cape St. George (CG 71) as the Weapons Officer, completing a ten-month maintenance availability and placing CAPE into an inactive status in support of the cruiser modernization and Service Life Extension Program.

Ashore, Stutzman was assigned to Naval Recruiting District Portland, Oregon from 2011 – 2014. There he served as an Officer Recruiter and Assistant Operations Officer for a district covering five states and 270,000 square miles. While ashore he completed an MBA in Commercialization of Clean Technology at Oregon State University.

His personal awards include the Navy Commendation Medal (two), Navy Achievement Medal (three), and various service awards.
