CMDCM Roy Garcia is a native of San Antonio, Texas. He graduated from John F. Kennedy High School in 1995, enlisted in the United States Navy, and completed Basic Training in August 1995. CMDCM Garcia graduated EN “A” School and continued his naval training through the Frigate pipeline “C” School in Great Lakes, IL.

Prior to reporting to USS Farragut (DDG 99) in April 2019, CMDCM Garcia served aboard USS Oliver Hazard Perry (FFG 7), USS Avenger (MCM 1), USS Doyle (FFG 39), and USS Kidd (DDG 100). He also served at the Shore Intermediate Maintenance Activity, Mobile Inshore Underwater Surface Unit 108, Naval Reserve Professional Development Center, and Naval Surface Squadron Fourteen.

CMDCM Garcia’s personal awards include the Navy and Marine Corps Commendation Medal (4th Award), Navy and Marine Corps Achievement Medal (10th Award), Good Conduct Medal (7th Award), and various campaign and unit awards.
