A native of Grand Rapids, Michigan, Ms. Jane A. Barclift graduated from the United States Naval Academy in 1983, earning a Bachelor of Science Degree in Economics and a commission in the United States Navy. Ms. Barclift served multiple tours in Navy human resources, including a first tour at Helicopter Anti-Submarine Squadron (Light) (HSL) 37, Barber's Point, Hawaii.
She subsequently served in two tours in recruiting, as the enlisted programs officer at Navy Recruiting District, San Diego, California, and as the executive officer, Navy Recruiting District, Omaha, Nebraska. As the manpower and personnel director at Commander, Undersea Surveillance, Dam Neck, Virginia, she provided human resource services for world-wide integrated undersea surveillance. Her next orders were to Navy Personnel Command in Millington, Tennessee, executing Navy-wide programs such as favorable separations, reenlistment management and special pays. Ms. Barclift assumed the duties as commanding officer, Transient Personnel Unit, Norfolk, providing care and support to over 9,000 transient personnel annually.
Promoted to captain and selected for major command, Ms. Barclift served as commanding officer, Personnel Support Activity Atlantic, delivering pay, entitlements and travel for all Navy personnel on the eastern half of the United States. In 2008, Ms. Barclift transitioned to her second career as a DoD civilian. At U. S. Fleet Forces Command she served as division director, Fleet Resources and Programs. She developed fleet-wide manpower plans to ensure mission effective funding and efficient placement of over 270,000 military and civilian personnel totaling over $28 billion worth of resources. She was also lead for all-Navy Individual Augmentation (IA) requirements, sourcing and policies and in charge of fleet-wide manpower requirements determination processes to study and validate fleet total workforce needs. She led multiple projects on organizational alignment and design associated with emerging technologies and capabilities.
Selected as executive director, Naval Surface Force Atlantic, she serves as a principal advisor for surface force resources and requirements, coordinating business activities, critical support services and long range planning across a major, multi-mission command.
Ms. Barclift earned a Master's in Business Administration from the University of San Diego, and a Master's in National Security and Strategic Studies from the Naval War College. She is also certified as a Senior Professional in Human Resources from both the Society of Human Resource Management and the Human Resource Certification Institute.
Her personal awards include the Legion of Merit, Meritorious Service Medal (3), Navy Commendation Medal (4), Superior Civilian Service Medal and Meritorious Civilian Service Medal.
