Rear Adm. Brad Cooper is the son of a career Army Officer. He is a 1989 graduate of the U.S. Naval Academy and earned a master’s degree in Strategic Intelligence from the National Intelligence University. He has also studied national security policy and international relations at Harvard and Tufts Universities.

At sea, he served onboard USS Thomas S. Gates (CG 51), the Cruiser-Destroyer Group 8 staff embarked onboard USS Dwight D. Eisenhower (CVN 69), USS Fitzgerald (DDG 62), USS Anzio (CG 68) and USS Vicksburg (CG 69). He commanded USS Russell (DDG 59) and USS Gettysburg (CG 64). During these tours, he and his shipmates deployed 9 times, participated in 13 real-world operations around the world, and earned 10 “Battle E” awards for operational excellence.

His amazing crew on USS Gettysburg was recognized with the top workforce development program in the U.S. government; best maintenance program in the Department of Defense; best safety and community-relations programs in the Navy; Fleet and Surface Force-level awards for Unit Tactics, Golden Anchor (Retention) and Intelligence excellence; and, the Battenberg Cup as the best ship, submarine or aircraft carrier in the U.S. Navy’s Atlantic Fleet. 

Ashore, he served in the White House as executive director of a pro-veteran and military spouse advocacy initiative. Additional tours include service as executive assistant to the Undersecretary of Defense (Personnel/Readiness); executive assistant to the Afghan Minister of the Interior; special assistant to commander, U.S. Africa Command, and, flag aide to commander, U.S. Pacific Fleet. He also served as PERS-41, the director, Surface Warfare Career Management Division. 

As a flag officer, he most recently led the Navy’s interaction with the U.S. Congress as the chief of legislative affairs. Previous tours include service as commander, U.S. Naval Forces Korea and commander, Expeditionary Strike Group (ESF) 7 in Okinawa, Japan. During this tour, he served as a joint task force commander, twice lead disaster relief efforts in the Indo-Pacific region and lead 7th Fleet’s Navy-Marine Corps team on the U.S. military’s first F-35 deployment. 

Cooper is the recipient of 25 personal awards and was recognized with the Adm. Elmo Zumwalt award for Visionary Leadership.
