CAPT Rose A. Goscinski is a native of Kearny, NJ. She was commissioned from the United States Naval Academy in 2001 with a B.S. in Political Science.
CAPT Goscinski earned her MBA in Department of Defense Financial Management from the Naval Postgraduate School. She is a graduate of the Naval War College’s Joint Professional Military Education program and also a Joint Qualified Officer.
CAPT Goscinski has served in various key leadership positions at sea and ashore. Afloat, she served in support of Operations Iraqi Freedom and Operation Enduring Freedom as Communications Officer in USS JOHN YOUNG (DD 973), Anti-Submarine Warfare Officer in USS OLDENDORF (DD 972), and Assistant Damage Control Officer in USS TARAWA (LHA 1). She served as Operations Officer in USS FORT MCHENRY (LSD 43) and deployed in support of Humanitarian Assistance Disaster Relief Operation Unified Response to Haiti. As Operations Officer (N3), AMPHIBIOUS SQUADRON 8, embarked with USS IWO JIMA (LHD 7), she led and planned amphibious operations for seven ships.
Ashore, she served on the Chief of Naval Personnel’s Financial Management Division, as the US Naval Academy’s and ROTC’s Budget Analyst and Financial Manager. CAPT Goscinski served as the Surface Warfare Readiness Analyst for the Director of Assessment Division, OPNAV N81, and led two Littoral Combat Ship studies. She was selected as a Defense Fellow, on the personal staff of Senator Mazie K. Hirono, D-Hawaii, who served on the Senate Armed Services and Veterans Affairs Committees. Her portfolio included legislative advisor on Military Readiness, Seapower, Personnel, and Veterans Affairs issues. She served as the Chief of Senate Congressional Affairs to United States European Command, as the Command’s joint liaison to the United States Senate.
She served as the Head Junior Officer Detailer (PERS 412) responsible for overseeing the assignment of 7,000 Surface Warfare Officers from ENS to LCDR, leading the Surface Warfare Talent Management Task Force and assignment process. She also served as the N801H and N801 Branch Head for the Programming Integration Division, responsible for programming all new Ship and Submarine funding and POM development on the OPNAV staff.
Her most recent at sea assignment was Executive Officer and Commanding Officer of USS Tortuga (LSD 46). She assumed her current assignment as the executive officer of USS Kearsarge (LHD 3) in May of 2024.
