Cmdr. Michael Hellard is a native of Knoxville, Tennessee, and a 2003 graduate of The Citadel, where he earned his bachelor’s degree in Business Administration. He has earned master’s degrees in Systems Engineering and Analysis from the Naval Postgraduate School (NPS) and in National Security and Strategic Studies from the Naval War College (NWC), as well as an Associate’s degree in Russian from the Defense Language Institute (DLI).

A career Surface Warfare Officer, Hellard’s shipboard assignments include service as the Damage Control Assistant and First Lieutenant aboard USS Chancellorsville (CG 62), Engineer Officer aboard USS Underwood (FFG 36), MCM Crew Conflict embarked aboard USS Scout (MCM 8) as Executive Officer, and Commanding Officer USS Dextrous (MCM 13). 

Ashore, Hellard has served as Staff Material and Readiness Officer at Commander Mine Countermeasures Division 31, Engineering Assessor and Project Officer at Engineering Assessments Atlantic, and Facilitator at the Naval Leadership and Ethics Center.  

Hellard’s personal decorations include the Defense Meritorious Service Medal, Navy Commendation Medals, Navy Achievement Medals, and various unit, campaign, and service awards.
